New U.S. Cybersecurity Rules for Defense Industry Hinder Some Small Suppliers

New U.S. cybersecurity regulations for the defense industry are creating barriers for small suppliers and prompting concern across the Pentagon’s supply base. Under the expanded Cybersecurity Maturity Model Certification (CMMC) framework, defense contractors and their subcontractors must meet stricter cybersecurity standards to protect controlled unclassified information (CUI). The rules, which began implementation in November 2025, now require self-assessments and are poised to usher in formal audits at higher certification levels by late 2026.

While intended to guard sensitive data from sophisticated cyber threats, the new compliance regime is proving costly and complex for smaller firms. Industry executives interviewed by Reuters, many speaking on condition of anonymity due to sensitivities, said that audit wait times, unclear guidance on data handling, and the high cost of cybersecurity upgrades are discouraging some small businesses from continuing defense work.

Experts warn that the tightening standards could shrink the pool of qualified suppliers at a time when the U.S. government is urging the defense industrial base to expand and diversify. Smaller vendors often provide specialized parts and services critical to larger defense programs, and their exit from the market could strain the supply chain and reduce competition.

The high compliance costs — reaching into the hundreds of thousands of dollars — have also raised concerns about the broader impact on innovation and manufacturing jobs within the sector. Pentagon officials maintain that these cybersecurity protections are essential to national security, though small suppliers remain apprehensive about the long-term viability of meeting the new standards.
