WARSAW — The Polish government has announced plans to introduce groundbreaking legislation that would prohibit children under the age of 15 from using social media, holding tech platforms legally responsible for enforcing the ban . The draft framework law, set to be presented by the ruling Civic Coalition (KO), aims to combat the growing mental health crisis among minors .

Education Minister Barbara Nowacka confirmed the plan in an interview with Bloomberg News, citing the detrimental impact of digital platforms on young people. “We see the mental health of children and young people, we see a decline in their intellectual competence,” Nowacka stated .

Under the proposed law, which could take effect as early as 2027, social media giants like Meta and Elon Musk’s X would face significant fines if their platforms remain accessible to users under 15 . To enforce this, the government is developing an age-verification tool integrated into the existing mObywatel digital ID app. This system would allow users to confirm they meet the age requirement without revealing unnecessary personal data .

Deputy Digital Affairs Minister Dariusz Standerski emphasized that 2026 is the right time to introduce such measures, as the ministry is working on the technical conditions needed for enforceability . The move aligns Poland with a growing European trend; similar restrictions are being considered in France, Denmark, and the UK, following Australia’s recent ban on under-16s .

The initiative enjoys strong public backing, with a recent survey by SW Research for Rzeczpospolita finding that 64.3% of Poles support restricting social media access for children . However, the plan could put Warsaw at odds with American technology companies that have pushed back against such regulations internationally .
