Introduces New Policy: NADRA Allows CNICs Without Birth Certificates
Islamabad, Pakistan — The National Database and Registration Authority (NADRA) has unveiled a new policy enabling first-time applicants to obtain Computerised National Identity Cards (CNICs) even if they do not have a birth certificate. The time-bound facility, approved by NADRA’s Authority Board and introduced under relevant sections of the NADRA Ordinance and CNIC rules, will remain effective until December 31, 2026.

Under the new arrangement, citizens must undergo strict alternative identity verification procedures. For married women aged 18 and above, a valid marriage certificate (Nikahnama), the CNIC of a parent and that of the husband are required, along with biometric verification of at least one parent and the husband. Unmarried women must present the CNIC of a parent and undergo biometric verification of that parent. Male applicants aged 24 or older must provide the CNIC of a parent and at least one registered sibling with biometric confirmation of one parent. In special circumstances where both parents or the husband are deceased but their records are already in NADRA’s database, an authorised officer may waive biometric requirements.
NADRA emphasised that this conditional facility is aimed at closing the remaining documentation gap in the national identity system, which has already registered over 98 % of adults nationwide. Applicants will be issued non-smart CNICs under the normal category free of charge, but once registered, details such as parentage and date of birth cannot be changed.
