Pakistan Govt Targets $2.5B Mobile Exports Under New Manufacturing Policy

Islamabad, Pakistan — The federal government has set an ambitious target of achieving $2.5 billion in mobile and IT equipment exports by 2033, aiming to transform the country’s electronics sector from assembly-based operations to full-scale manufacturing. The policy, part of the newly unveiled Device and Electronics Manufacturing Policy (2026-33), outlines goals to export up to 21.6 million mobile units over the next seven years.

According to official projections, exports are expected to begin slowly, at roughly 160,000 units in 2027, before rapidly scaling up to more than 5.2 million units by 2033. The government estimates that by the end of the policy period, total mobile export proceeds will reach $2,528 million — nearly meeting the $2.5 billion target.

Under the new framework, there will be a strengthened emphasis on localisation of components, workforce development, and a shift toward manufacturing value-added products. Targets have been set for local production of packaging materials, chargers, cables, batteries, and display units within specified compliance windows. The policy also authorises incentives tied to localisation performance, with duty concessions at risk of immediate withdrawal for firms that fail to meet deadlines.

Officials say the strategy aims to reduce reliance on imports, attract foreign investment, and position Pakistan as a competitive player in the global electronics export market. In addition, the government plans to bolster research and development and to implement formal e-waste recycling systems to support sustainable industry growth.
