KP Govt Launches Landmark Transgender Policy Protection & Empowerment
Welfare Fund, Safe Homes, Healthcare Access, and Job Quotas Announced for Khawaja Sira Community
The government of Khyber Pakhtunkhwa has unveiled a comprehensive transgender protection and empowerment policy aimed at reducing harassment, discrimination, and social exclusion across the province.
The initiative, focused on the Khawaja Sira community, shifts beyond legal protection toward long-term social and economic inclusion. Officials say the framework strengthens existing safeguards under Pakistan’s national law while introducing practical measures to improve everyday life for transgender persons.
First-Ever Transgender Welfare Endowment Fund
A key feature of the policy is the establishment of the province’s first dedicated welfare endowment fund. The fund will finance:
-
Economic empowerment initiatives
-
Skills development and vocational training
-
Small business support
-
Rehabilitation programs
Authorities believe the fund will help create sustainable livelihood opportunities and reduce economic marginalization.
Safe Homes and Rehabilitation Centers
To address violence and displacement, the government will set up:
-
Safe homes
-
Rehabilitation centers
-
Community shelters
These facilities aim to provide temporary protection, counseling, and reintegration support for individuals facing abuse or homelessness.
Province-Wide Transgender Welfare Registry
Under the new framework, officials will create a province-wide transgender welfare registry. The registry will enable eligible individuals to access:
-
Social protection schemes
-
Healthcare benefits
-
Educational opportunities
-
Employment programs
According to records from the National Database and Registration Authority (NADRA), around 170 transgender individuals are officially registered in the province. However, social welfare authorities estimate the actual number is significantly higher.
Oversight and District-Level Protection Mechanisms
The Social Welfare Department will oversee policy implementation. Additionally:
-
District-level committees will address local concerns
-
Police coordination desks will handle protection and justice issues
-
Public officials and law enforcement personnel will receive rights-awareness training
Authorities say these measures are designed to ensure stronger enforcement and community-level accountability.
Inclusive Healthcare, Education, and Employment Reforms
The policy mandates inclusion across public services, including:
-
Non-discriminatory admissions in educational institutions
-
Scholarships for transgender students
-
Employment quotas and workplace protections
-
Inclusive healthcare services
-
Reforms in the transport and health departments
Officials emphasize that the approach focuses on empowerment, not just protection.
Reviving Unfinished Inclusion Efforts
The policy revives earlier inclusion initiatives announced during the tenure of Pakistan Tehreek-e-Insaf, which remained largely unimplemented.
Provincial authorities say the new strategy aims to deliver measurable improvements in education, employment, healthcare access, and broader social acceptance.
If implemented effectively, the policy could mark a significant step toward equality and long-term empowerment for transgender persons in Khyber Pakhtunkhwa.
